Decentralisation (transfer of powers and prerogatives from the State to local authorities) is a recent phenomenon in many “Southern” countries. It gives these green local authorities the responsibility of implementing a development policy on their territorial scale. Managing access to drinking water, building roads, providing electricity and public lighting… all these responsibilities now depend, most of the time, on the skills of these local authorities. Initiative Development (ID) supports local elected officials and technicians in reinforcing their skills and gaining experience regarding local diagnoses, elaboration and implementation of communal development plans and management of the development process.
